As a result of shootings that took place on September 14 at 13.30 near Tufenkyan hotel in Yerevan a resident of Alaverdi Gagik Mosinyan was killed and Vahagn Abgaryan, who was considered a criminal authority was injured.
Several hours after the incident the police spread the statement: “The murder at Tufenkian Hotel was revealed”. This was done in a case when no one was detained on the issue, no investigative actions were taken such as confrontation, fingerprint identification, questioning and so on.
A logical criminal case can be considered disclosed when at least there is a person who has committed the offense and the entirely closed case is submitted to the court. Moreover, if the court makes a justifying decision, the case will be again given to investigative bodies to resume it.
There are three suspects on the case – Rafik Khachatryan, Albert Blbulyan and Armen Karadavidov, but only one of them, Rafik Khachatryan, was arrested, moreover, the arrest took place only seven days after spreading the statement on revealing the case.
We tried to find out from the police according to which principle the latter considered crime as revealed. We were informed by the letter received in response to our enquiry: «When forming the state statistics in the RA Police Information Center the crime is recorded as revealed when the criminal case against the perpetrator is sent to the court with the indictment conclusion, or the criminal case is dismissed on a non-justifiable basis»..
In other words, despite the police statement, the crime committed at Tufenkian Hotel on September 14 was not revealed.
