On April 22, 2018, in the second half of the day a group of masked people first closed the road leading to the center of Yerevan at Acharyan Street in Yerevan’s Avan district, and then they damaged with batons, stones and other items the cars of those who resisted them. The identity of these individuals is still unknown to the public.
The mentioned group of persons was prepared and instructed in the territory of “Khut” Charitable Fund located in the administrative district of Avan.
Taron Margaryan, the current mayor of Yerevan and the head of the Yerevan Territorial Organization of the Republican Party of Armenia (RPA), established the foundation in 2005.
Only in 2017, the Municipality of Yerevan donated nearly 30 million drams to the foundation. Male employees of the Avan administrative district staff were recruited, as well as those who put maximum effort to work for the RPA in the recent elections and others. The criminal group was formed from the employees of Avan administrative district staff, condominium chairmen, young republicans and other individuals. On April 22, in the first half of the day, the group was deployed on the Babajanyan Street, near the area of “Z +” car repair park. The photos show that at the entrance of the mentioned park leading out to the street, other people also joined.
When the “My Step” initiative led by Nikol Pashinyan marched from the administrative district of Nor Nork and then reached the group, the members of the group passed through yards and stationed themselves near the Mayor Taron Margaryan’s house, and in the second half of the day, they started their actions. Meanwhile, however, they managed to cause damage to the cars following the march. Among the group leaders were the Chairman of the “Narek” condominium Ararat Manucharyan, the owner of “Milena” taxi service Armen Yeremyan, a close friend of Yerevan Mayor Taron Margaryan and a deputy head of Avan administrative district Samvel Ghumashyan.
We have been able to find out certain information about some members of the criminal group, as well as their positions. Artur Gasparyan is an employee of Avan administrative district: the chief specialist. The latter appeared among the participants of the march for a moment, and then went towards Taron Margaryan’s private house. In the end, wearing a medical mask, he was among a group of men who closed the road. Throughout the whole process, Arthur Gasparyan was with a young man wearing a blue-colored sports uniform, whose identity we have not yet been able to clarify, but by observing his actions in different places, we have his portrait. Sergo Hayrapetyan, the head of the RPA Youth Organization, was involved in the recruitment of the criminal group members.
In one of the photos, near Taron Margaryan’s house Arthur Gasparyan was seen standing alongside Suren Safaryan, the chief specialist of the Revenue Collection Unit of Avan Administrative District, who was a member of the same group. Another employee of the Revenue Collection Unit of Avan administrative district, named Arman, was in the same group, who led one of the RPA headquarters during the elections as well. As strange as it may seem, however, in one of the photos of the group, we also found the Chief Doctor of Avan Polyclinic, Armen Vardumyan. In one of the group photos, the name of the young man wearing sports and military uniform is Gegham Antonyan.
The connection between Taron Margaryan and the criminal group is further rooted, when we fix that the masked people blocking Acharyan Street were taken to the given place by minivans No. 5, the timetables of which were removed, however, the figure “5” imprinted on the minivans was not removed. This route line is served by “Robert & Taron” LLC, founded by Taron Margaryan. The minivans were horizontally stationed on the road so that the cars were unable to travel.
