In early July 2021, the former mayor of Yerevan, Hayk Marutyan, announced that in the fall of 2021, the transportation system of the capital city Yerevan would have an electronic payment system. On November 23 of the same year, the municipality officially announced an open tender for the provision of a unified public transport ticketing system and the selection of a financial operator.
Already in June of this year, the municipality informed that the electronic fare payment system of Yerevan public transport will most likely be introduced by the end of this year.
The Fact Investigation Platform tried to find out the reason for the delay in the process of introducing the electronic payment system, as well as whether the announced tender took place, and whether there was a winner or not.
The municipality is cautious about deadlines
In response to the inquiry sent by the FIP.am, the municipality informed that the process of introducing the electronic payment system was studied last year accordingly, a tender was announced,a winning company was selected, and in the near future the results of the process will be announced.
It is noteworthy that this time no deadlines were mentioned for the completion of the process.
“In order to introduce a unified public transport ticketing system in 2021, Yerevan Municipality studied the innovative technological solutions in this field, as well as the international best practices in their application, then, carried out pilot tests and developed the technical requirements of the system based on the later,” the Yerevan Municipality noted.
The Municipality informs that Telcell CJSC has been recognized as the winner of the open public tender announced last year for the introduction of a unified paying system for public transport in Yerevan and the selection of a financial operator in the city of Yerevan.
It is noteworthy that although the name of the company that won last year is known, no contract has been signed with it yet.
“Taking into account that the tender was in essence a selection of a partner-investor in the dimension of a cooperation of a community and private sector, as a result of which the selected partner-investor would implement the provision of the system and its further maintenance with his own means, therefore, according to the terms of the tender, it was envisaged that after the selection of the partner, depending on the amount of investment and other conditions, the provisions of the contract and signing it was to be carried out”- informed the municipality.
400 buses are already equipped with devices for accepting 100 dram coins
At the end of 2021, the municipality also announced that at the beginning of 2022, devices accepting 100 dram coins should be introduced in the old buses that function under the subordination of the municipality.
In response to the inquiry what kind of improvement has been carried out in this regard, the municipality clarified that at the moment about 400 old buses have been equipped with appropriate devices, and the process for 100 more is in progress.
In response to the question whether it is calculated how much money the community loses due to the delay in the introduction of the unified electronic payment system, the municipality mentioned the following:
“The introduction of a unified paying system is a rather extensive process; it is proceeding in a normal way, so no losses have been registered due to the delays.”
